　　The third uninvited guest at President Barack Obama's state dinner in November is a Washington party planner who joined India's delegation as it gathered to be transported to the White House, an administration official said.

　　The official identified the man as Carlos Allen, a party planner who operates a venue for social events in Washington. He said Mr. Allen 'somehow knew to show up at the right place at the right time and in the right attire,' joining approximately a dozen Indian dignitaries and CEOs in tuxedos who were being transported by the State Department from the Willard Hotel to the White House.

His contention was that he received an invitation in the mail and was there on behalf of Hush Society Magazine.' He said Mr. Allen stayed through the dinner and a musical performance.

　　The administration official said confusion was caused by one of the seven CEOs in the Indian delegation going to the White House on his own, unbeknownst to State Department protocol officers overseeing the group. 'It created a headcount issue,' he said. 'People expected seven [CEOs] and didn't know [one] went through another entrance.'
